Telecommunications

In the last ten years we have seen a convergence, and sometimes collisions, of the voice and data worlds into single digital delivery platforms using the Internet Protocol (IP). These IP platforms offer considerable economies of scale as they can deliver all telecommunications services including voice, video and data together.

Broadband


This convergence is lowering underlying costs and driving demand for greater connection speeds. Voice over IP (VoIP), Virtual Private Networks (VPNs), high speed broadband access and new content providers offer new freedom in the way we work and where we work from, how we access entertainment content, purchase goods and services and deliver health and education services.

Low cost broadband services, both wired or wireless, offer new flexibility in work locations, service offerings and the range of content and applications available.

Government Roles


In many countries, it has been recognized that government must assist in this investment process to ensure the benefits of next generation broadband networks are widely available, especially in regional and rural areas where poor economies of scale do not permit the same benefits that might be delivered to the more densely populated metro areas. This in turn leads to questions of ownership of network assets, the effects of infrastructure competition and whether or how ‘open access' to publically funded networks might be achieved.
