Frank is the Managing Director and co-founder of Gravelroad Consulting, bringing greater than 35 years of high-level experience across the Information and Communications Technologies (ICT) industry. His unique profile combines deep technical expertise with advanced commercial acumen and strategic leadership.

Frank is a strategic thinker who excels at tackling complex, challenging problems to develop solutions that provide real business advantage. He has provided expert consultancy services to Federal, State, and Local Government agencies on a wide range of assignments, including:

• Strategic Planning and Policy Development
• Business Case Development and Procurement
• Technology Advice and Feasibility Studies.

His career began as a telecommunications technician with Telecom Australia, giving him a practical, on-the-ground understanding of infrastructure design, installation, and maintenance. This foundation was formalised through a Master of Business Administration (MBA) degree and the Telstra Leadership Program.

Throughout his career, Frank has been central to the technical and commercial aspects of infrastructure development. He has led multi-functional project teams through significant change management and commercial programs.

Before co-founding Gravelroad (previously GDI) in 2004, Frank played a pivotal role with the Queensland Department of State Development, where he developed and implemented strategies to foster new economy infrastructures, notably broadband communications, educating government and industry on the importance of ICT as an economic growth enabler.

For more than two decades, Frank has provided expert advice to Government Ministers, Mayors, and senior executives across the public and private sectors regarding:

• Emerging technology trends and business models
• Next-generation broadband and technology development
• Relationship between technology and community benefit.
